This five-minute video shows the January 5, 2023 flooding on North San Pedro Road in China Camp State Park, San Rafael California during an atmospheric river event. The road also floods during winter king tides that raise water levels in San Francisco Bay.

Increasingly, coastal communities facing sea level rise must find solutions to routine flooding of low-lying roads and other infrastructure. A project led by the San Francisco Bay National Estuarine Research Reserve is inspecting one example of this complex problem—a Marin County shoreline road that serves as an important transportation corridor with undersized culverts that restrict tidal influence in the interior marshes, limiting their ability to naturally adapt to sea level rise.
